Interpreting China's National Innovation-Driven Development Strategy as a Core State Policy

In 2012, China officially launched its innovation-driven development strategy, centered on technological innovation and guided by the "Four Orientations": facing the forefront of global science and technology, the main battlefield of economic development, major national needs, and people's health and well-being. By combining a new whole-of-nation system with market mechanisms, the country achieved high-level self-reliance in science and technology and ultimately built itself into a leading global scientific power.

The U.S. Shapes Global AI Dominance Through National AI Strategy

Artificial intelligence has become a core technology reshaping the global economic, technological, and national security landscape. Since the release of the U.S. Artificial Intelligence Initiative in 2019, combined with successive administrations' updated national AI R&D strategies, executive orders, and action plans, the United States has established a coherent national AI strategy framework. The central objective of this strategy is to leverage the nation's industrial, research, and capital strengths to sustain and solidify its leadership position in global artificial intelligence. This article examines the full scope of the U.S. national AI strategy across five dimensions: strategic background, policy positioning, core content, resource support, and implementation outcomes.

Build a Silicon Valley-style innovation model through a collaborative ecosystem of universities, enterprises, and capital.

As a global benchmark for tech innovation, Silicon Valley leverages top-tier universities like Stanford and UC Berkeley, leading companies such as Apple, Google, and NVIDIA, and the Sand Hill Road venture capital ecosystem to build a mature tripartite innovation model connecting academia, industry, and capital. Anchored in basic research, driven by market needs, and fueled by venture funding, this ecosystem bridges the full value chain from "knowledge creation" to "technology commercialization," "industrial deployment," and "capital exit." It enables disruptive innovation from 0 to 1 and scalable growth from 1 to N. This paper systematically analyzes the operating logic and practical value of Silicon Valley's innovation model across five dimensions: formation background, core positioning, coordination mechanisms, resource support, and implementation outcomes.

America's culture of tolerance for failure creates a social environment that supports innovation and experimentation.
October 7, 2026

America's tolerance for failure creates a social environment that supports innovation and experimentation.

Innovation is inherently a trial-and-error process fraught with uncertainty, where most explorations end in failure. The United States sustains its global innovation leadership not only through technological and capital advantages but also by fostering a social culture that tolerates failure. This tolerance does not encourage recklessness; rather, it treats failure as an essential step in the innovation journey. Through societal norms, legal frameworks, capital markets, and industrial ecosystems, the U.S. lowers the cost of experimentation for innovators, ensuring entrepreneurs can rebound and start anew after setbacks.
