China's new whole-of-nation system, characterized by concentrating resources to accomplish major tasks

After the founding of New China, with many industries in need of reconstruction, the state implemented a nationwide system for the first time to concentrate resources on major national initiatives. The government planned and organized universities, research institutes, and state-owned enterprises to jointly tackle technical challenges—a product of the planned economy. Under this mechanism, numerous critical projects in defense, military industry, and foundational industries were successfully completed, including the development of atomic bombs, hydrogen bombs, and man-made satellites. In recent years, as global tech competition intensifies and U.S.-China tech rivalry escalates, China faces critical challenges in core technologies such as semiconductors, industrial software, and high-end equipment—technologies still dependent on foreign sources. The pressing reality is clear: without innovation, we fall behind; without autonomy, we face vulnerability. Against this backdrop, the state has once again launched a "whole-of-nation" approach—a new model distinct from traditional systems. This modern framework leverages market-driven resource allocation under government coordination, with active participation from national labs, universities, state-owned enterprises, private companies, and capital. It focuses strategically on "chokepoint" technologies, frontier science, industrial upgrading, and national security projects. Simply put: the government sets direction, the market selects pathways, enterprises take the lead, and resources are concentrated to execute nationally prioritized initiatives proven effective by market forces.

Unlike the state-guided models of the U.S. and Germany, China's new whole-of-nation system has unique characteristics.

1. The U.S. model is market-driven, military-led, and features decentralized decision-making.

(1)
Government Role: Conduct basic research and provide defense contracts without directly intervening in the industry; the government acts as a funder rather than an organizer.

(2)
Participants: Enterprises, universities, and venture capital firms.

(3)
Strengths: Strong originality and rapid conversion. Weaknesses: Short-term profit focus, lack of systematic approach, and power struggles among interest groups.

2. The German model is driven by government guidance, industry alliances, and hidden champion companies.

(1)  Government Role: Enact laws, set standards, provide subsidies, and establish frameworks without taking over.

(2)  Participants: Led by Fraunhofer, the Max Planck Society, and industry associations; SMEs such as Hidden Champions also participate.

(3)  Strengths: Stable, precise craftsmanship, and close industry-academia-research collaboration. Weaknesses: Slow innovation pace and limited breakthroughs in cutting-edge areas.

3. The China model features comprehensive nationwide coordination under the Party's leadership, while maintaining market vitality.

(1)   Centralized and Unified Party Leadership: Top-level design sets the direction, enabling efficient cross-departmental, cross-regional, and cross-ownership collaboration without interference from special interest groups.

(2)   End-to-End Integration: Basic Research→Technical Breakthrough→pilot testing→industrialization→Market applications, fully integrated in one place.

(3)   Deep integration of an effective market and a capable government: the government sets strategy, builds platforms, and ensures security; enterprises drive R&D, break into markets, and assume primary responsibility.

(4)   Balance emergency breakthroughs with long-term strategy: tackle critical bottlenecks and lead in frontier technologies simultaneously, ensuring both speed and quality.

The new whole-of-nation system is China's institutional innovation amid a century of unprecedented changes. It builds on the traditional strength of mobilizing resources for major tasks while deeply integrating market mechanisms, forging an innovation pathway with Chinese characteristics. As a core engine, it drives breakthroughs in critical "chokepoint" technologies, advances cutting-edge science and technology, safeguards national security, and supports high-quality development.
